Port State Control CIC on Ballast Water Management – How to comply

Prepare for the PSC CIC starting in September, which focuses on Ballast Water Management.

The 2025 PSC Concentrated Inspection Campaign (CIC) will focus on Ballast Water Management. This means, from 1 September to 30 November, an additional questionnaire will be used by PSC authorities during regular inspections.

The questionnaire was jointly developed by the Paris and Tokyo MoUs and will be published at the beginning of August. As every year, the focus topic is agreed and developed by both PSC regimes to highlight a special topic during regular PSC inspections. It is expected that the majority of PSC regimes will join this campaign and use the same questions.

Ballast Water Management is strongly connected to the Maritime Management Systems (MMS) both on board vessels and in the company. As deficiencies related to International Safety Management (ISM) have been the main grounds for detention in the past, an ISM-related deficiency is likely to be triggered during inspections in 2025.
