Measurement and evaluation

Puget Sound Energy (PSE) partnered with DNV to evaluate how heat pumps can cut building emissions without overloading the grid or increasing customer costs. Using advanced analysis of billing, AMI, and submetered data, DNV assessed the energy savings, peak -demand impacts, and customer experience of dual-fuel and cold-climate heat pumps across Washington state. The results showed reduced overall energy use, high customer satisfaction, and manageable grid impacts—giving PSE the confidence to expand incentives and advance building electrification.

The program creates a data-driven blueprint for scalable, cost-effective decarbonization of home heating in cold-climate regions.
