This technical news contains some recommendations relevant to both EU MRV and IMO DCS.
Relevant for ship owners and managers
Two important milestones for EU MRV and IMO DCS are coming up:
- The verified MRV annual emission report for 2018 should be submitted to EC by 30 April 2019
- Data collection for IMO’s fuel data collection system (DCS) started on 1 January 2019
Some practical recommendations on EU MRV and IMO DCS for DNV GL’s customers:
30 April is the deadline for verified MRV emission reports
By 30 April 2019, operators and managers responsible for vessels subject to the EU MRV scheme shall, per EU regulation 2015/757 Art. 11.1, submit the annual emissions report (ER) for 2018. to the EU Commission.
The ER (for each vessel) shall by then be verified as complete and correct by an accredited verifier. From experience, the submitted ER content (information and data) often needs updates to satisfy the EU regulations. To allow sufficient time for the customer to update the ER and for DNV GL to perform the verification, we thus strongly urge our customers to submit the ER reports to DNV GL as soon as possible.
A verified MRV emission report constitutes the basis for the Document of Compliance (DoC) that can be downloaded from Thetis after DNV GL, as verifier, have marked the ER as “verified as satisfactory” in Thetis. This DoC needs to be on board of every relevant vessel not later than 30 June 2019 per EU-Regulation 2015-757 Art. 18.
Reporting of EU MRV emission reports to the EMSA Thetis database
Verified annual emission reports shall be submitted to the EU Commission. EMSA’s Thetis MRV database (Thetis) has been set up for this purpose. Thetis is accessible at https://mrv.emsa.europa.eu/#public, and EMSA has provided further information and video tutorials on their website. Please note that uploading the Monitoring Plan (MP) and the status of the MP to Thetis is not mandatory - but is possible as part of the voluntary module in Thetis. Approval of the MP is handled completely independent of THETIS, i.e. directly with DNV GL.
Please also note that MPs submitted to DNV GL will then not appear in Thetis MRV. This is not an issue, however, even if the note “Monitoring Plan for xxxx is not created” may appear in Thetis
This is what you need to do to get access to Thetis MRV:
- Apply for a registration as a company user.
- Enter MRV company details.
- If necessary, add additional users under the same company account.
- Define email notification as deemed appropriate.
- Request a partnership to DNV GL as verifier.
- Receive a confirmation from DNV GL to accept the request as verifier.
- Add ships under the scope of the regulation.
- Update missing mandatory ship particulars.
- . Generate and upload to Thetis the annual ER using the verified xml-files.
New Buildings – DCS SEEMP II / MRV Monitoring Plan (MP)
New buildings will at the time of delivery from yard need to have on board an approved SEEMP Part II, and, if going to trade in the EU, an MRV MP. If DNV GL is the verifier, the MP and SEEMP II may conveniently be prepared and submitted for approval by using the DNV GL apps available on the Veracity data platform. The new owner will be given access to the apps shortly before vessel delivery from the yard. After approval, the required compliance documents will be available in “Fleet Status” in Veracity.
Change of owner, flag or verifier during a reporting year

First of all, we recommend to make sure your EU MRV emission report is submitted to the verifier in due course before 30 April 2019.
