How Cyber Resilient is Finland? 

Finland’s research highlights a pragmatic balance between connectivity and security. While many support limits on digital convenience to strengthen resilience, the findings show that digitalisation itself is not the issue. Instead, understanding the risks it introduces – and clarifying responsibility for managing them – is becoming central to national cyber resilience.
 
The research draws on surveys of 200 senior executives in Finnish critical infrastructure organisations and 500 members of the Finnish public, complemented by in‑depth interviews with leaders and experts from organisations including Fortum, Wärtsilä, ABB, the National Cyber Security Centre Finland (NCSC‑FI), the Finnish Border Guard, and the National Emergency Supply Agency (NESA), and DNV Cyber.
