The SEEMP Part III in a nutshell

The SEEMP Part III is designed to help individual ships achieve the required Carbon Intensity Indicator (CII) and maintain at least an operational carbon intensity rating of “C”. It is a mandatory, ship-specific document that outlines a three-year plan with measures to improve operational CII and enhance the vessel’s overall energy efficiency.

The SEEMP Part III is a living document that must be updated regularly based on the ship’s carbon intensity performance, by revising existing measures or adding new ones as needed. It must be verified and kept on board together with a valid Confirmation of Compliance (CoC).

Connection between DCS, CII and SEEMP Part III 

The calculated CII is submitted to the Data Collection System (DCS) verifier along with the previous year’s aggregated DCS data, including any correction factors and voyage adjustments. The attained CII and its corresponding rating (A–E) are recorded on the Statement of Compliance (SoC), issued annually by the DCS verifier. This SoC must be kept on board for five years.

If a vessel receives a “D” rating for three consecutive years or one “E” rating, the SEEMP Part III must be updated to include a Corrective Action Plan (CAP) aimed at achieving at least a “C” rating for the following calendar year. The revised SEEMP, including the CAP, must be verified before the SoC can be issued. In addition to an analysis of why the required CII was not met, the CAP should outline the corrective measures to be implemented, the timeline for their application and their expected impact on the ship’s CII rating.

Verification of the SEEMP Part III

As a Recognized Organization to the IMO, DNV is able to verify your SEEMP Part III.

The following must be included in the SEEMP Part III:

  • The required CII for the next three years, calculated based on each vessel’s particulars
  • The target CII for the next three years, calculated based on the vessel’s planned operational measures 
  • An implementation plan documenting how the required CII will be achieved during the next three years
  • Procedures for self-evaluation and improvement
  • If required, a Corrective Action Plan (in case of inferior rating)

Company audits

Periodical company audits are required to confirm that the SEEMP Part III is being implemented on board, including verification of the progress of measures, self-assessment and responsibilities related to the implementation and monitoring of measures. 

DNV offers SEEMP company audits in combination with ISM company audits, with a frequency of approximately every third year. An option for annual SEEMP company audits will also be available. The SEEMP company audit will also be offered as a service to companies not having ISM certification with DNV. 

A statement confirming that that the SEEMP company audit has been carried out will be issued.
