Requirements for newbuild ship design and construction (incl. equipment selection)  

   

For vessels under construction, or in the planning phase, scheduled for delivery in or after 2028: 

Pilot transfer arrangements installed on or after 2028-01-01 shall comply with the new performance standard - MSC.576(110).  

Pilot transfer arrangement documentation submitted to DNV for vessels under construction, or in the planning phase, with scheduled installation of the pilot transfer arrangement on or after 2028-01-01, will be verified in accordance with MSC.576(110) and SOLAS V/23 as amended by MSC.572(110).

  1. In the event thatthere are no type approved pilot ladders, securing ropes and/or man-ropes available on the marked at the time of delivery, the applicable vessel will be issued with a Condition of Authority(CA). 

 

For vessels under construction, or in the planning phase, scheduled for delivery before 2028: 

Pilot transfer arrangements installed before 2028-01-01 are not required to comply with MSC.576(110) and SOLAS V/23 as amended by MSC.572(110).  

Pilot transfer arrangements documentation provided to DNV with installation date before 2028-01-01 will be verified in accordance with the current SOLAS V/23 and IMO Res. A.1045(27). However, DNV will verify the pilot transfer arrangement drawings in accordance with MSC.576(110) and SOLAS V/23 as amended by MSC.572(110) upon request.  

Vessels optionally complying with MSC.576(110) will receive a statement of compliance and be issued with an RR stating that Form E of the Safety Equipment Certificate will be updated to reflect compliance once this becomes available in the certificate. 

In the event that there is no type approved pilot ladders, securing ropes and/or man-ropes available on the marked at the time of delivery, the applicable vessel will be issued with a retroactive requirement(RR) in the vessel status until type approved equipment is obtained. 

 

DNV Recommendation: 

It is strongly recommended for all pilot transfer arrangements documentation and physical pilot transfer arrangements to be verified and approved in accordance with MSC.576(110) and SOLAS V/23 as amended by MSC.572(110). The reason for this is to avoid structural changes and additional work when retroactive parts of the requirements enter into force in 2029 and 2023, ref. SOLAS Reg. V/23.4 & 5 as amended by MSC.572(110). 

Definition of Installation Date: 

“Installed on or after 1 January 2028" means a contractual delivery date for the pilot transfer arrangement or, in the absence of a contractual delivery date, the actual delivery date of the arrangement to the ship on or after 1 January 2028, ref. SOLAS Reg. V/23.7 as amended by MSC.572(110). 

The actual delivery date is equivalent to the date the last piece of pilot transfer arrangement equipment is mounted in its final position. DNV recommends that the installation date for the equipment is documented by an installation report or a written statement from the yard.
