Regarding the installation pertaining to strength of the updated Performance Standards for Pilot Transfer Arrangements, please note the following: 

For the pad eye, any design covered by national or international standards for SWL above 1.2 ton corresponding to MBL above 48kN load is acceptable. All welding must comply with that standard, but if not available, a continuous weld with a leg length greater than 4.5 mm is required. The relevant documents and certificates should be kept onboard and the area marked accordingly. 

If an existing pad eye is not covered by a national or international standard, it must be replaced with a pad eye that complies with such a standard. Alternatively, a proof load test may be carried out onboard at 2.0 × SWL, but not more than 24 kN, with no permanent deformation permitted on the pad eye or deck after unloading. 

Additionally, if the pad eye is reinforced by an aligned under-deck stiffener, the existing deck plate is acceptable. In general, for deck plates with a thickness greater than 10 mm, no additional reinforcement is required.
