Offshore crane operator certification

The certification will be conducted in-person in Qatar only.

Scheme title: Safe Offshore Crane Operations

This Certification Scheme is specifically written to define a Certification process of Safe Offshore Crane Operators meeting the requirements of relevant industry standards and regulations.

Objectives

  1. Certification of Offshore Carne Operators mentioned in the scope who are successfully completing the assessment criteria relevant to industry standards and regulations
  2. Assurance of Offshore Crane Operator’s safe operation abilities
  3. Fewer accidents, injuries, fatalities and property damage

Reference standards

  • QP-PAI-STD-005: 2020 Rev 0, Qatar Energy Standard for Lifting Equipment and operations
  • ISO 15513: 2000, Cranes — Competency requirements for crane drivers (operators), slingers, signallers and assessors

Experience

  • Minimum of three (3) years of experience

Physical and Education Qualifications

  • Capable of reading and understanding the English language sufficient for communication and the fulfilment of their function in a safe manner.
  • Certified physically and medically fit, including eyesight, Colour blindness, hearing and reflexes, by a Qatar registered medical practitioner

Training and Certification Requirements

  • Attend 2 Days training course provided by any QE Approved Training Service Provider.
  • Qualify the 3rd day’s theoretical examination with a minimum cut-score of 70% and practical assessment with a minimum cut-score of 80%.
  • A minimum of 150 hours of hands-on training should be conducted before the trainee can take a proficiency test to gain certification as a qualified Crane Operator. The hands-on training process must include emergency load-lowering and is recommended to have the following controls and restrictions in place:
    • 0-25 hours Lifting is restricted to standard lifts and restricted to main deck areas only. No lifting to or from boats is allowed. The operator must demonstrate knowledge and proficiency in emergency load-lowering procedures before progressing.
    • 26-50 hours Lifting is restricted to standard lifts but extended to all deck areas within vision of the participant. No lifting to or from boats is allowed.
    • 51-75 hours Lifting must be extended to noncritical lifts and to all deck areas within vision of the participant. Lifting to and from boats is permitted.
    • 76-150 hours Lifting is restricted to noncritical lifts and extended to all areas.
  • For Offshore Cranes, the crane operator does not require a valid Qatari driving license but shall hold valid Certificate of Competence for Crane Operation.

Recertification

  • Recertification candidate shall satisfy the requirements specified in section 1.1. Moreover, the candidate shall produce evidence and records to confirm his continued competence of him and ongoing compliance with the above-mentioned scheme requirements.
  • Hold a valid certificate of competence issued by a QE Approved Training Service Provider or an internationally recognized body acceptable to QE Approved Training Service Provider and accepted by a QE Competent Person
  • Attend 1 Day training course provided by any QE Approved Training Service Provider.
  • Qualify the 2nd day’s theoretical examination with a minimum cut-score of 70% and practical assessment with a minimum cut-score of 80%.
