The concentrated inspection campaign (CIC) for 2015 in the Paris MoU will be on Crew Familiarization for Enclosed Space Entry. The CIC is scheduled to take place from September to November this year and will be carried out jointly with the Paris MoU, Tokyo MoU and Black Sea MoU. Other MoUs may also join this campaign. Do you comply with all SOLAS, STCW and ISM requirements?
The CIC focuses on specific areas to verify compliance with international regulations – either where high levels of deficiencies have been encountered by Port State Control Offers or where new convention requirements have recently entered into force. The aim is to gather information and raise the level of compliance. The campaigns are combined with regular inspections.
Although seamen know about the potentially dangerous atmosphere of enclosed spaces, accidents in these areas happen regularly. According to MAIIF statistics, 101 enclosed space accidents were reported with 93 fatalities and 96 injuries between March 1998 and May 2009. Therefore, there is a need to improve the safety aspects for entry to and rescue from these spaces.
The amended SOLAS III/19 together with the IMO resolution A.1050(27) which already entered into force on 1st January: All persons involved in enclosed space entries, and / or assigned enclosed space rescue duties, are required to take part in enclosed space entry and rescue drills at intervals not exceeding two months.
