Paris MoU and Tokyo MoU – CIC on cargo securing
Through a press release issued on 03 August, the Paris and Tokyo MoUs published their questionnaire for this year’s CIC. The questionnaire contains ten questions to verify compliance with cargo securing requirements. Seven of these questions may be considered grounds for detention, while questions 1, 6 and 10a/10b should only result in non-detainable deficiencies.
The CIC will be incorporated into routine PSC inspections from September to November 2026.

From an ISM perspective, cargo securing issues may point to weaknesses in the safety management system, such as gaps in procedures, training, supervision or risk assessment. These should trigger a review of practices, root cause analyses and corrective actions, especially if deficiencies are repeated or systemic. For PSC, such deficiencies are treated seriously and may lead to delays, restrictions or detention. They can result in more detailed inspections and further ISM-related follow-up. Our experts will offer a webinar on this year’s CIC on cargo securing. You can register for the webinar here. A recording will be made available on the DNV webpage for PSC services. In addition, DNV’s PSC Planner checklist on DNV Veracity will include the questionnaire as of the end of August. |

Please also note that additional local campaigns may be introduced at short notice.
Recommendations
- Familiarize the Master and officers with their duties and the content of the additional CIC checklist.
- Update the Cargo Securing Manual (CSM) to reflect current cargo types, lashing arrangements, and equipment.
- Inspect and maintain all lashing and securing equipment, replacing any damaged items.
- Train the crew on proper cargo securing procedures and ensure familiarity with the CSM, including heavy-weather procedures and bridge visibility requirements.
- We recommend joining the webinar on this topic on 25 August.
- Customers should also consider using DNV’s PSC Planner to prepare for expected PSC inspections.
