Offshore oil and gas exploration and production activities are, by their nature, not inherently safe. These are complex activities that require the handling of large amounts of pressurized hydrocarbons and other produced fluids and gases, some sour and extremely poisonous, in a dynamic maritime environment. History shows that major offshore accidents have occurred on all of the world’s continental shelves, resulting in loss of lives, damage to the environment and destruction of assets.
