The purpose of this paper is to present a formal “systems approach” to assess and optimize operational systems typically used in energy delivery utilities.
The systems approach methodology faces issues of complexities by which the relationships among systems and subsystems can be analyzed and refined. Central to this approach are attempts to optimize technology systems in operation to meet organizational business goals. The context of this paper are those systems and information technologies typically used in energy delivery organizations to monitor, measure, and manage the delivery of energy to customers. They are generally referred to in this industry as operational technologies and include EMS/SCADA, ADMS, DMS, OMS, GIS, MWM, WMS, asset management system, inspection and maintenance systems, and soon (these systems are defined in the next chapter). The systems approach also addresses integration (interoperability) of these technologies, human factors (the people interacting with these systems), and information (for decision making and enabling actions).
This paper will address the systems approach as a way of addressing and analyzing energy utility operational technologies towards the objectives of optimization, cost effectiveness and efficiency. It is presented as a transformational process to bring systems closer to defined expectations and performance.
