ComEd’s Smart Ideas for Your Business Program has been at the forefront of utility energy efficiency programs. With the goal of increasing customer participation, ComEd launched their midstream program with CFLs as the sole product. The midstream program known as Business Instant Lighting Discounts (BILD) primarily targeted discrete replace on-fail lighting measures to focus on the end-users that make their own purchases.  The program targeted distributors because their point of sale is mainly transactional for lighting products. Although the midstream approach seems simple in theory, it requires special attention to the validation criteria, the selection of equipment for inclusion, the processing of the incentives, and the outreach strategy to electrical distributors. Now in its fourth program year, BILD has a diverse product line and has consistently surpassed all program energy savings goals.
