NDC Performance testing in the United Arab Emirates

Third party services for NDC performance tests and supplementary tests concerning independent power producers representing 14 power plants.

Client
The Abu Dhabi Water and Electricity Company (ADWEC), is a wholly owned subsidiary of the Abu Dhabi Water and Electricity Authority (ADWEA). Established in 1999, as part of the restructuring initiative, ADWEC is the “Single Buyer and Seller” of power and water in the Emirate of Abu Dhabi. The key role of ADWEC is to act as a guarantor of the security of supply of water and electricity to consumers in the Emirate of Abu Dhabi, by an effective short-term and long-term balancing of supply and demand.

Background
ADWEC has to balance demand and supply through sales contracts on the basis of a Bulk Supply Tariff (BST) with the distribution companies and through Power Purchase Agreements (PPA’s) and Power and Water Purchase Agreements (PWPA’s) with the generation companies. The installed capacity by the end of 2011 is around 13,850 MW and 916 MIGD (Million Imperial Gallons per Day: 1 MIGD =189.4 m3/h). ADWEC awarded DNV a 10 year contract for third party services for net dependable capacity tests (NDCT), plant and main components performance tests and supple-mentary tests concerning currently six independent water and power producers (IWPP’s) and two ADWEA producers (GD’s) representing 10 power plants for the period 2004 -2014.

Project description
In general the scope of work comprises:

  • consultancy services for ADWEC related to reviewing and discussing power plant performance test procedures
  • witnessing and supervision of the annual net dependable capacity (NDC) tests to be carried out by the producers as required by various power and water purchase agreements (PWPA) conducted between ADWEC and the IPP’s
  • supervision of the test preparation on site at the producers facilities
  • check of test and/or station equipment used during the NDC tests
  • supervision of the annual NDC tests
  • evaluation and re-calculation of NDC test results
  • check of compliance with agreed values in the PWPA’s
  • reporting on the tests results to ADWEC
  • upon request of ADWEC: issuing a “Power Plant Performance Certificate” for the producers if the test results demonstrate compliance with applicable

Services provided by DNV

  • Evaluation and re-calculation of NDCT’s
  • Check of compliance with agreed values in the PPA’s and PWPA’s
  • Reporting on the tests results to ADWEC
  • Upon completion of the tests/project DNV provides ADWEC with:
    Per plant per NDCT a full “test report”
    Per plant per successfully completed NDCT a “Power Plant
    Performance Certificate”.
