China Petroleum & Chemical Group (SINOPEC) is China’s largest state-owned energy and chemical company, with about 800,000 employees. Its business includes upstream, midstream and downstream operations. It is China’s largest producer and supplier of oil products and petrochemical products. It is also the second largest crude oil producer.

The 2006 DNV Software contracts with SINOPEC, for safety and environment risk assessment, illustrates China's commitment to adressing challenges in health, safety and environmental issues for the oil, gas and process industries. There is an increasing acceptance of risk-based assessment methods in the Chinese industry to avoid or minimise consequences of accidents. This is reflected in a high demand for DNV's Quantitative Risk Assessment (QRA) software. Safeti has rapidly become market-leading in China for risk mitigation of flammable, explosive and toxic accidents.
Safeti incorporates the international industry standard for consequence modelling. Accident scenarios are analysed, taking account of local population, land usage and weather conditions, to quantify the risk associated with the release of hazardous chemicals. In this way major risk contributors are identified and mitigated, thereby avoiding serious accidents.
The agreement with SINOPEC included and extensive training package in the theoretical and practical applications of Safeti and quantitative risk assessment. Recently, 30 delegates from five SINOPEC divisions participated in a five-day Safeti advanced training course. The training concentrated on examples from real projects, from the data analysis to model establishment in Safeti. The attendees gave positive feedback, and looked forward to further training.
A recent software agreement with SINOPEC's Shengli oilfield was followed up with additional product training. The succesful basic training course generated interested in other DNV Software products. The standard product training focuses on introducing users to the basic software functionality and the Safeti QRA training, which gives attendees a better understanding of how to use the software in practice. It was well received by the SINOPEC clients.
