The Hong Kong government has been a member of the DNV Software user community since 1990, licencing Phast and other tools in the Safeti suite of programs.

DNV Software played host to training delegates in London and Shanghai in late 2006. Staff from the Electrical and Mechanical Services Department (EMSD) of The Hong Kong Special Administrative Region attended Safeti training in London and Shanghai.

The training focused on flammable modelling due to responsibilities for governing gas plant and fuel distribution systems in Hong Kong. The Shanghai training preceded the Shanghai Risk User Meeting in November 2006. This enabled staff from EMSD to extend their visit to the DNV offices in Shanghai, and to collaborate with the large community of other DNV Software users in the region at the risk user meeting. They learned about recent and future updates to the software, and provided DNV Software with feedback for planning future developments.
