The July 2003 issue of the rules has not undergone any major changes but:

The following main changes will come into force in January 2004:

Pt.3 Ch.3 • Sec.5 Seats for additional Lifting, Towing or Mooring Equipment

  • A new sub-section C Securing requirement for Fore Deck Windlasses has been added to implement information from IACS UR S27 regarding securing windlasses fitted on exposed deck.

Pt.3 Ch.3 • Sec.6 Openings and Closing Appliances

  • A new sub-section element B400 Strength and Securing of Small Hatches on the Exposed Fore Deck has been added to implement information from IACS UR S26 regarding design criteria, and scantlings for covers, coamings and weathertight securing devices for pertinent accesses.

  • A new sub-section element H400 Strength requirement for Fore Deck Ventilators has been added to implement information from IACS UR S27 regarding design criteria, scantlings and means of closing of ventilators placed in relevant forward positions.

  • A new sub-section element I400 Strength requirement for Fore Deck Air Pipes has been added to implement information from IACS UR S27 regarding design criteria, scantlings and means of closing of air pipes located in relevant forward positions.

Pt.7 Ch.1 • Sec.6 Retroactive Rule requirements

  • A new sub-section G. Renewal criteria for Side shell frames in Single side skin Bulk carriers (not built in accordance with DNV Rules July 1998 or subsequent issues of the rules) has been added to implement information from IACS UR S12 Rev.1 and subsequent revisions, both regarding schedule of implementation for compliance assessment with as well as the strength related requirements to steel renewal, re­inforcement and coating at such times [IACS UR S31].

  • A new sub-section H. Fore Deck Fittings has been added to implement information from IACS UR S26 and S27 related to scheduling for fulfilling requirements related to strength and securing criteria of small hatches and related fittings on exposed fore deck.

  • A new sub-section I. Cargo Hatch Cover Securing Arrangements for Bulk carriers not built in accordance with IACS UR S21 (Rev.3) has been added to implement information from IACS UR S30 related to scheduling for fulfilling requirements related to criteria related to strength (material and scantlings), stoppers and other securing devices of cargo hatches located within 0.25L of the forward perpendicular (IACS UR S21).

Pt.7 Ch.2 • Sec.3 Survey extent - Additional Class. Special Service and Type Notations

  • Sub-section F. Dry Bulk Cargo Ships, has been amended to incorporate the additional survey requirements brought about by the implementation of IACS UR S31 (Pt.7 Ch.1

  • A new sub-section element, F600 Additional requirements for single skin bulk carriers - survey of cargo holds, giving criteria of forward cargo hold related to scope of survey and thickness measurements, has been added.

  • A new sub-section element, F700 Additional requirements for single skin bulk carriers - side frames, giving criteria related to scope of survey and thickness measurements, including criteria for renewal or sandblasting, coating and reinforcements, has been added.

Pt.7 Ch.2 • Sec.4 Survey extent - Additional Class. Special Equipment and Systems Notations

  • Sub-section N. Clean Ships, item 201 has been amended by replacing previous reference with full text. This was due to the removal of pertinent text elsewhere in the rules in connection with the removal of convention text in the January 2003 rules. No material change in requirement contents.
