Building the new infrastructure will entail regulatory, economic, safety and environmental risks that must be considered together.
The material integrity issues vary significantly for different biofuel types and significant gaps remain in our understanding of material compatibility issues. Also, because the future mix of biofuels may be quite different from that today, a flexible framework for managing the safety and business risks associated with the biofuel transportation infrastructure is necessary.
