DNV+Software+to+deliver+QRA+calculation+software+to+the+Dutch+Government

The Dutch Government awards DNV Software a contract to supply their software for QRA (Quantitative Risk Analysis) calculations in the Netherlands. The contract involves the supply of the risk analysis software SAFETI-NL, for a minimum period of five years with a possible extension of four years.

A new Dutch law, known as the BEVI legislation, prescribes the maximum allowable individual risk at a specific location. Therefore, unique results for QRA studies for installations in the Netherlands are desirable. However, a previous Dutch study revealed that different QRA software packages often give very different results. Therefore the Dutch government issued a tender to QRA software providers to ensure more unique risk results. It resulted in a contract with DNV Software.

“The contract involves the supply of a dedicated Dutch version of the SAFETI risk analysis program called SAFETI-NL, for a minimum period of five years with a possible extension of four years. This software is an established and user-friendly tool for carrying out QRA of onshore process, chemical and petrochemical facilities. It allows the user to quickly identify major risk contributors,” explains Henk Witlox, overall SAFETI-NL project manager DNV Software.

“Modifications and restrictions have been applied to the Dutch version, SAFETI-NL, in order to fully comply with the ‘New Dutch Purple Book’ including risk methodology as prescribed by the BEVI law and other requirements from the Netherlands Ministry of Housing, Spatial Planning and the Environment (VROM) and the National Institute for Public Health and the Environment (RIVM),” explains Henk Witlox.

The contract also involves associated training and maintenance of the program. RIVM coordinates the distribution of SAFETI-NL and provides first-line support, while DNV provides second-line support. Annual SAFETI-NL user meetings will be organised.

The contract was signed by Ing. C. M. Moos, Director External Safety for Ministry of VROM (Netherlands Ministry of Housing, Spatial Planning and the Environment), and Dr. M. J. W. Sprenger, General Director for RIVM (National Institute for Public Health and the Environment).

ABOUT SAFETI
SAFETI calculates the individual risk (risk at specific location) and societal risk (risk to overall population) of accidental releases of toxic or flammable chemicals to the atmosphere. This calculation includes consequence modelling (discharge and atmospheric dispersion, toxic effects, flammable effects) and subsequent risk modelling.
