CICETE (China International Centre for Economic and Technical Exchanges) is responsible for the promotion and implementation of the Clean Development Mechanism (CDM) concept in China. CDM is a concept under the UN Framework Convention for Climate Change, allowing industrial countries or companies to invest in climate change projects in developing countries and get carbon emission quotas in return.

Training scheme
DNV’s task is to develop a CDM training scheme for Chinese central and local government bodies and other parties that the government intends to utilise in the dissemination of climate change competence. The contract also covers the pilot implementation of the scheme at a few chosen partners. In addition, local administrations are to be trained so they are ready to adopt the CDM concept.
