
DNV offers a wide range of services within the area of coating and corrosion protection related to both classification, statutory and advisory services.
Anti-Fouling Systems
An International Convention on control of harmful 'Anti-Fouling Systems' (AFS) on ships was adopted by the International Maritime Organisation (IMO) October 2001. On September 17, 2008, the AFS Convention entered into force. The key elements of the convention of particular significance for the shipping and offshore industry are;
- Ban of application, re-application, installation and use of AFS containing organo-tin compound acting as a biocide (hereinafter called TBT for short).
- Ships shall carry an 'International Anti-Fouling System (IAFS) Certificate' to evidence compliance with the Convention.
The Classification Societies are requested to handle the control of harmful AFS on behalf of several flag State Administrations under the AFS Convention.
DNV has offered an advisory service to handle the control of harmful AFS already from the end of 2002. The service is primarily based on a documentation review, survey and testing. A 'Statement of Compliance' (SoC) based upon the same principles as for the IAFS Certificate was issued. For EU flagged ships, DNV has been issuing IAFS Certificates since the adaptation of an EU Regulation of April 14, 2003 that is quite equal to the AFS Convention. All ships with EU flag shall have an IAFS Certificate or SoC from January 01, 2008, but EU will also require IAFS Certificate or SoC from all ships that (intends to) trade within EU waters from the same date.
DNV is a Recognised Organisation acting on behalf of several flag State Administrations. For ships that comply with the Convention after September 17, 2008, IAFS Certificates will be issued for ships where DNV has authorisation from the flag. For other ships a SoC will be issued.
All ships shall have an IAFS Certificate or a SoC within two years after the enter into force date, i.e. latest September 17, 2010.
IMO Performance Standard for Protective Coatings (PSPC)
Amendments to SOLAS regulations II-1/3-2 concerning the mandatory PSPC were approved by the IMO Maritime Safety Committee (MSC) and it was agreed that the PSPC should apply to ships:
- for which the building contract is placed on or after 1 July 2008,
- for which the keels are laid on or after 1 January 2009 (relevant only in the absence of a building contract)
- for which the delivery is on or after 1 July 2012.
It must be noted that for vessels covered by the IACS Common Structural Rules (CSR), i.e. bulk carriers and oil tankers, IACS Council decided that the PSPC will enter into force on the 8 December 2006 (i.e. the date of adoption at MSC 82).

Guidelines for maintenance and repair
All new ships coated in accordance with the IMO PSPC for dedicated seawater ballast tanks on all new ships and of double-side skin spaces of bulk carriers should be maintained and repaired in accordance with Guidelines currently being developed within IMO.
The GUIDELINES FOR MAINTENANCE AND REPAIR OF PROTECTIVE COATINGS, based on IACS Recommendations No 87, was discussed under DE52 March 2009.

B) PSPC for Void Spaces (VS) - General Information
The IMO PSPC for void spaces on bulk carriers and oil tankers, IMO Resolution MSC.244(83), was approved at MSC 83 and was made voluntary.

C) Future - new coating standards/guidelines from IMO
The IMO PSPC for dedicated seawater ballast tanks on all new ships and of double-side skin spaces of bulk carriers was the first new coating standard from IMO, followed by the one for void spaces on bulk carriers and oil tankers, however, there is one more being developed, that is the;
- PERFORMANCE STANDARD FOR PROTECTIVE COATINGS FOR CARGO OIL TANKS OF CRUDE OIL TANKERS
- GUIDELINES FOR CORROSION PROTECTION OF PERMANENT MEANS OF ACCESS ARRANGEMENTS
and other may also follow, such as for Cargo Holds etc.
D) Approval of test laboratories as Service Suppliers
As per IACS Procedural Requirements 34, Section 1, and IACS Unified Interpretation SC 223, PSPC 4, Section 1, the test laboratories involved with testing in accordance with IMO PSPC requirements are to be approved as Service Suppliers, please refer to Approval of Service Supplier Programme No. 414, Laboratories Engaged in Testing of Coating Systems in Accordance with IMO Resolution MSC.215(82) and IACS PR 34.

E) Approval of training courses/programmes as equivalent qualifications to FROSIO/NACE
As per IACS Procedural Requirements 34, Section 2.3, and IACS Unified Interpretation SC 223, PSPC 6, Section 3, DNV is offering a review of courses and training programmes that may be considered as equivalent qualifications to FROSIO Inspector Level III and NACE Coating Inspector Level 2.
Approved courses may be internal courses run by the coating manufacturers or shipyards etc.

F) Assessment of Yard’s Coating Activities – acc. to PSPC and other standards/procedures
DNV offers review of yards coating activities based on either one or more of the IMO Performance Standards for Protective Coatings (PSPC), such as:
- IMO Resolution MSC.215(82) (for dedicated sea water ballast tanks of all types of ships and double-side skin spaces of bulk carriers) (mandatory), or
- IMO Resolution MSC.244(83) (for void spaces on bulk carriers and oil tankers) (voluntary)
- other relevant defined standards or procedures.
The reporting will consist of:
- quality compared to requirements in PSPC reported
- weak links in the coating process identified
- potential for improvements defined.
