The intention of this document is to give DNV Approved Service Suppliers, Owners, Yards and ECDIS Manufacturers guidelines for the installation of ECDIS on board DNV-classed vessels for which DNV issues a Cargo Ship Safety Equipment Certificate.

In June 2009 IMO adopted the carriage requirement for ECDIS for new and existing vessels. The time of entry into force of the carriage requirement depends on vessel type and size, with a phase in from 2012 to 2018.

Performance standards

ECDIS equipment installed on or after 1 January 2009 shall be of an approved type conforming to MSC.232(82) “Revised Performance Standards for Electronic Chart Display and Information Systems (ECDIS)”.

ECDIS equipment installed before 1 January 2009 shall conform to the relevant performance standards, not inferior to those adopted by the IMO, in effect on the date of installation, as follows:

  1. if installed between 1 January 2000 and 1 January 2009, the equipment shall at least conform to the performance standards set out in resolution A.817(19), as amended by resolution MSC.64(67) Annex 5 and resolution MSC.86(70), Annex 4;

  2. if installed between 1 January 1999 and 1 January 2000, the equipment shall at least conform to the performance standards set out in resolution A.817(19), as amended by resolution MSC.64(67), Annex 5; and

  3. if installed before 1 January 1999, the equipment shall at least conform to the performance standards as set out in resolution A.817(19).

Survey guidelines

New installations
A DNV surveyor shall verify the installation of a new ECDIS at the first Safety Equipment Survey after installation on board, and no later than the due date of the given RR (Retroactive Requirement) in the Class Status. After this survey, the given RR will be deleted.

Existing installations
Compliance with the performance standards and installation shall be verifi ed by a DNV surveyor prior to the due date of the given RR (Retroactive Requirement) in the Class Status.

Special attention shall be paid to whether new Electronic Navigational Charts (ENCs) and chart updates can be uploaded to the ECDIS. Older ECDIS may not be able to upload new charts due to outdated software. Such systems may possibly be upgraded using new software. If not, the system cannot be accepted as an ECDIS in compliance with SOLAS Ch.V Reg.19.2.10.

It must be observed that some flag administrations will have specific requirements for ECDIS installations on board vessels flying their fl ag. The existence of flag-specific requirements must therefore always be checked when evaluating whether an ECDIS installation meets the carriage requirement.

Carriage requirement

SOLAS Ch.V Reg.19 as amended by resolution MSC.282(86), adopted on 2009-06-05, makes the carriage of ECDIS mandatory on the following (SOLAS Ch. V Reg. 19.2.10):

  1. passenger ships of 500 grt and upwards constructed on or after 1 July 2012;

  2. tankers of 3000 grt and upwards constructed on or after 1 July 2012;

  3. cargo ships, other than tankers, of 10000 grt and upwards constructed on or after 1 July 2013;

  4. cargo ships, other than tankers, of 3000 grt and upwards but less than 10000 grt constructed on or after 1 July 2014;

  5. passenger ships of 500 grt and upwards constructed before 1 July 2012, not later than the first survey on or after 1 July 2014;

  6. tankers of 3000 grt and upwards constructed before 1 July 2012, not later than the first survey on or after 1 July 2015;

  7. cargo ships, other than tankers, of 50000 grt and upwards constructed before 1 July 2013, not later than the first survey on or after 1 July 2016;

  8. cargo ships, other than tankers, of 20000 grt and upwards but less than 50000 grt constructed before 1 July 2013, not later than the first survey on or after 1 July 2017; and

  9. cargo ships, other than tankers, of 10000 grt and upwards but less than 20,000 grt constructed before 1 July 2013, not later than the first survey on or after 1 July 2018.
