Based on reported injuries during free-fall launching of lifeboats from large heights, the IMO has issued its MSC/Circ.1115 which provides for an adjustment of requirements regarding free-fall launching.
According to the circular, Administrations may now accept launching of free-fall lifeboats by falls (secondary means of launching) in lieu of free-fall launching on ships where the free-fall height is greater than 20m, provided that a simulated free-fall launch is conducted at least every six months.
Consequently, DNV will now apply this practice for all Flags where the Administration has not specifically stated otherwise. However, it is important to note that each lifeboat should still be launched and manoeuvred in the water at least once every three months, according to SOLAS Ch.III, regardless of whether or not the boat is a free-fall type product.
DNV advises that guidelines for simulated launching of free-fall lifeboats are under completion in the IMO, and further information on this will follow in due course.
