But while he is not concerned about the introduction of new double side skin bulk carriers, he questions the effectiveness of age limitations for existing ships.

Anders Utkilen’s MT Xanthia is the first newbuilding to comply with the
new class notation for nautical safety NAUT-AW.
From 1st July 2002 Tailshaft Monitoring (TMON) became a class notation. The TMON rules are not retroactive. For vessels with class request after 1st July 2002 the rules will be included in the class certificate.

The Norwegian Cruise Line (NCL) has placed a newbuild order in Germany for a new cruise vessel dedicated for inter-island Hawaii cruise service. The order is part of the company’s largest development of the Haiwaii deployment ever. The new vessels is the first new ocean-going passenger ship to sail under the American flag in nearly 50 years.
In cooperation with DNV, the Oshima shipyard has developed new concepts designed for double side skin bulk carriers. They believe the double side skin will make the vessels stronger in general.
DNV’s new voluntary class notation FUEL offers owners an easy and consistent way of achieving predictable performance of fuel treatment and conditioning systems.
Fires are often caused by small errors in safety procedures. A recent research study found that two thirds of the 165 fires on board the DNV-classed fleet started in the engine room.
“Bulk owners are overwhelmed by the number of regulations recently introduced,” says Arthur Bowring, Managing Director of the Hong Kong Shipowners Association (HKSA). “The general attitude is one of resignation rather than debate. Many smaller owners are swimming hard trying to keep their heads above water.”
DNV welcomes the new initiatives from IACS and IMO as long as they contribute to an increase of safety for both single and double side skin bulk carriers. The new requirements have been introduced in response to calls from the shipping industry and as a result of formal safety assessment studies undertaken to analyse bulk carrier losses over the past 20 years.
A new voice has entered the discussions surrounding bulk carrier design and the safe handling of cargo. Recognition of the mutual dependence of the bulk carrier and the terminal has long been overlooked at the design stage, however when the new bulk carrier measures are discussed in IMO, the missing link, the terminal operators, will also have their say.
