Type certification is obtained though an incremental process, where by each step builds off the previous. With advancement through this process stepwise certification is obtained. This stepwise certification leads to the final deliverable, the Type Certificate.
Statement of Feasibility
The process begins with a definition of the basis for qualification, including definition of functional, safety and environmental targets. Following this are methods for identifying novel aspects and novel failure modes, and identification of measures to be taken to manage the associated risks. The framework follows the design process from concept through to manufacture, commissioning and installation, ensuring that risks are managed effectively and efficiently. Within the wave and tidal energy industry, there remains considerable novelty and uncertainties relating to either the device itself and the environment it is subjected to. This fundamental risk management exercise allows the identification and appropriate management of the associated risks.
Through successful completion, the Statement of Feasibility is obtained. This affirms that, at the time of assessment, the new technology is considered conceptually feasible and suited for further development and qualification.
DNV Prototype Certificate
Obtainment of the DNV prototype certification is based on building from progress made during the Statement of Feasibility stage. During this stage a a greater emphasis is placed on data analysis, material, component, and structural testing in conjunction with DNV representative surveying.
The issue of the Prototype Certificate is based on successful evaluation by DNV of:
- Prototype design, including installation procedures
- Prototype fabrication surveillance
- Installation surveillance
- Final acceptance/commissioning inspection
- Periodic inspection.
This certificate implies that all the certification steps up to the issue of this certificate were successfully carried out. This includes:
- Approval in principle
- Endorsement of the concept
- Fitness for purpose
- Manufacturing surveillance.
The DNV Prototype Certificate is issued to enable testing of prototypes and is based on design evaluation.
DNV Conditioned Type Certificate
The Conditioned Type Certificate is issued to allow for 0- series production as well as to allow for outstanding matters with no safety implication. The Conditioned Type Certificate is based on full certification scope with the exception that outstanding matters are allowed. The outstanding matters are however limited to:
- Matters with no safety implication within the period of validity (maximum 1 year)
- Matters related to the finalization of manuals and quality control procedures
- Matters related to the finalisation of inspections regarding the implementation of the design-related requirements in production and installation.
With all outstanding matters pertaining to the Conditioned Type Certificate addressed, the Type Certificate is issued.
